(WBNG) — For this edition of “You Ask, We Answer,” 12 News spoke with Binghamton City Mayor Jared Kraham about why the recreation park’s tennis courts aren’t still not finished.

When the courts were sealed with the coating, it created what is called a vapor lock because there was an error during construction.
“What has been determined after months of investigation is that a finish coating system was faulty on the courts. This surfacing system essentially created a vapor lock on the courts and didn’t let the asphalt breathe as it should naturally,” said Mayor Kraham. “It caused a steam explosion through the top layer. Think [of it as] put saran wrap on the pizza. This caused delamination and blistering of the courts.
The mayor hopes to start laminating the courts the first week of August, but this time it will be done in sections. It takes about three weeks for the asphalt to set, then officials will make sure it’s up to the right standards.
Once the sections are deemed usable, the rest of the land will be paved and will require another three weeks to dry. Kraham said this construction cycle will be completed at no additional cost to the city or ratepayers.
